This was a part of a group of woodworking tools originally used by the National Showcase Company of Columbus Georgia. In 1953-54 it was purchased by Charles Howell and his brother who set up shop in Phenix City, AL building cabinetry, and displays for the nearby Bickerstaff Brick yards. He closed the shop in 1997.
This is mounted to a Baxter D Whitney double spindle shaper from this same shop (OWWM ID#6763). Originally I thought this was a clamping mechanism, but now I believe that it is part of a guard over the spindle*. The two small thumb screws must have held flat stock pieces and allowed horizontal adjustment,while the hand wheel at the top allowed vertical clearance adjustment. Not sure if it was robbed from a Connell & Dengler machine or if this was an accessory you could buy from C&D and mount to any machine.
*a subsequent photo listing of an identical piece by Jeff Kready confirmed my original suspicion that his was some sort of clamp or hold down. His photo also shows the flat steel "arms" missing from this example.
