This came as part of a Parks Planing Mill Special I bought a while back. The machine was used to produce windows in the Ironbound section of Newark, NJ. The assembly was mounted over a horizontal table. The rod was adjusted to orient the fixture parallel with the table and of course kept the fixture from spinning. I always thought the pulley mortises were made with a brace and bit. This makes much more sense. A Google search yeilded only 1 listing of a similar 3 bit fixture sold on the American Artifacts website. Patrick Haire also mentions a 3 bit drill in a drill press listing.

The bits are all 1", the center 3 are longer and provide clearance for the pulley. The end bits are shorter and limited with the depth stop provide a mortise for flange. I guess the bit point also acts as a predrill for the mounting screw.
