Found in contemporary woodworking shop among several used machines in San Antonia, TX. The badged name is on brass plate screwed to frame. A good chance that this is a seller and not maker. The spindles oscillate 7" vertically while rotating, providing aggressive cutting and prolonging the life of sandpaper. The wooden top pictured is of my design as the original was missing. The countershaft drive is a great example of flat belt pulley technology and versatility. A quarter twist in belt driving the vertical spindles as they oscillate the 7". Distance of countershaft from sander and belt tension are critical, and as shown a good loss of floor space in shop.
