This dust collector came attached to a 1948 Delta 6x48 sander. At the same time, I bought a 1948 Delta HD shaper from the seller, who also had a Unisaw of similar vintage that he was keeping. He had acquired these machines, as well as a ton of dirty paper from the 1948-1951 time frame, from an older gentleman some years ago. Apparently the original purchaser had set himself up with an all (or mostly) Delta shop way back when. Based on this circumstantial evidence, I would date this blower as from around 1948.
