I stopped in Wichita, KS to pick up some Logan lathe parts for a fellow in St. Louis (July 2012). While there I was shown this machine. We thought it was a grinder and I had never seen anything like it with clutches on each arbor. It turned freely and each clutch worked and was in the same condition as these pictures. In looking for info on the machine I posted on OWWM to ask if any others could help. They quickly found info via patent searches and an old book/magazine from 1909. I am not sure when this was made, the latest patent date on the machine tag is 1906.
