I took the arm apart to determine the state of the internals and to lube the bits - here are some pics.
The arm latches at 90 and 45 degrees. The brake holds it in position. Note the small dimples on the brake. Someone else took this apart and flipped the brake 180 degrees or there would only be one dimple. Filling the dimple on a worn brake with a weld and then grinding it smooth would probably restore the brake to working condition since they are no longer available (at least for my model).
