This cutterhead, bearing patent number 887,148, is in the collection of the Lakeshore Museum Center. The patent helped us identify the machine the cutterhead belongs on: a Tannewitz rod and dowel machine. So far as I can tell, the machine uses a rotating cutterhead into which the stock is fed. The patented features of the machine allow it to use stock that is less than perfectly sized.
Normally I wouldn't bother posting one lonely picture of a small part of a machine, but I haven't heard of any surviving Tannewitz rod and dowel machines so this is all we've got.
Edit: OWWMer Jeff McVey reports that he knows of a surviving Tannewitz rod and dowel machine in Michigan. That's good news.
Edit 2: Thanks to Jeff McV's pictures of a complete machine, my Museum contact was able to identify a complete machine in their collection. I added a picture of their machine, which is not in working order.

Stock would feed into the right end of the big arbor at the back of the machine. The cutterhead goes on the arbor just left of center.
