Stumbled onto this drill press at the local flee market and got it for $25. It is the drill press component of the Delta Rockwell Homecraft combo machine. It's very rare to see this type of machine in my part of the globe as this is a USofA machine and we mostly (but not exclusively) see General, Poitras, Beaver or Canadian Rockwell machines up here.
The seller bought the combo from an old gentleman who was going to the retiring home and was heartbroken at the idea of not using his tools anymore. The seller unfortunately broke the combo and what was left was the DP. He left it in his trailer for a short while (an of couse, it rained!) which explains why it is in the current state. However, it is just surface rust as far as I can tell and it was nevertheless working very smoothly before I took out the motor. I am not sure yet what I will do with this one, just a good cleaning and sell it or restore it and use it as a spare in my garage workshop.
