I'm not sure of what type of Lathe/machine this device may have been used. I do know that it was part of a lot of Jeweler's Lathes, fixtures, and tooling that came from the Waltham Watch Company shortly after it closed in the 1960s. This device weighs about 2.5 lbs. and is 3.5" diameter X 2.5" Deep. Chrome plated steel. Notice it has 9 positions that must be to hold something? There are also several holes and passages that I think would indicate lubrication access.
