I'm only guessing that this is a Lodge and Shipley Engine Lathe, and only guessing that it's from around 1910 to 1930, as I can't find another one like it anywhere online, and there are no markings on it, other than the unique gear changing handle area of the lathe that matches Lodge and Shipley Lathes, and the legs and cone pulley flat belt setup.
If anyone can confirm or can suggest otherwise, that would be great!
Also, that was the posted picture before I bought it, but I have it partially apart right now to clean and fix it up, so I can't take a better picture of it yet unfortunately...
