Posting these to document the later 1960s (left) and subsequent ~1980+ (right) versions.

General Tools & Hardware model 840.

The turret thumbscrew is loosened to allow lift and rotatation into the different dowel positions.
The turret on the later version is spring loaded for lift and rotation.
Both versions have a thumbscrew lock to adjust edge distance.
