Unusual friction drive drill press. The hemisphere in the middle is pivoted forward/back to change the speed.
Patented by Saxon J. Morgan in 1908. Mfg. by Albany Hardware Specialty Mfg. Co., Albany, WI Some models were lineshaft belt driven.
This was found with no data plate and it took some time to find the information needed to have a new proper plate made.
Note that the depth scale ring can be reversed for inch or metric use.
