This is my wall mounted elbow sander by Swedish WACO (Maskinfabriken WACO) its a rare type of sander today but it was manufactured by several Swedish makers.
It has a built-in dust collection system as most elbow sanders have and it has a large reach for sanding. This specific model also features a morse #1 taper and can be used as a radial arm borer and is adjustable in height for a reach of 20 inches in height.
