Stover Novelty Works drill press. Modified to use an electric motor, rather than a line shaft. I do not own this drill press (at least not yet). I met an 88 year old gentleman who had this drill press in his basement. The drill press has babbitt bearings for the power shaft and the spindle shaft (in need of replacement). The variable speed control is the disk and the rubber coated pulley on top of the spindle, slide to adjust speed. The power was applied through a foot pedal to raise the disk to the power.
