This lathe carries only a Hill, Clarke & Co. badge, however I think it was likely manufactured by Fay & Scott. There is no exact match in the F&S index to this lathe, however several elements of this lathe are Fay & Scott 'esque including the style of the leg sets, the tailstock and the cross slide. The Fay & Scott 1921 publication "Standard Pattern Maker's Lathes" is the only specs sheet we have on these lathes. If you look through the photo entries of Fay & Scott pattern makers lathes you'll see a lot of variety of build styles but you will see several that have elements in common with this lathe.
The lathe was recently acquired from an old-time pattern maker's shop in the greater Milwaukee metro area on behalf of our local makerspace.
