Grabbed this from a pile of scrap in a junk yard. It was all rusted. Took it apart, cleaned, and now it appears to work. Is this a band saw blade sharpener? As you crank, the file goes outwards in the down position and inwards in the up position. A cam pushes a small foot forward ever so slightly on every revolution. Looks like it's missing a part in the front, possibly to hold or guide the bale in place. I put in the triangular file to try it. It had the stub of a file rusted in when I found it.
What do you think? No markings that I have found.
