It was originally adapted to be a "lamp" when I purchased it on ebay. It's no longer a lamp but is missing the mercury column it would have originally come with. It would have been used to check the accuracy of vacuum gauges. Last picture is a vacuum gauge that could have been tested on a machine like this.
