American Saw Mill Machinery Co. Manual Training lathe. See pages 166-171 of the 1935 general line catalog (http://vintagemachinery.org/pubs/36/3349.pdf) This one has lots of options, including the hand feed carriage with cross slide. There's also a government tag saying it was part of contract d-1818.

Seen on Craigslist in October of 2019. I don't own this machine, but I got permission to post pictures.
