This is an early model boring machine that mounts directly on an engine block for reboring the cylinders. They ere commonly used in auto repair shops in the early days. Storm made several improvements over the years. This particular unit was found in a blacksmith shop in upstate New York, and I acquired it simply because it was interesting. There have been a couple discussions about these machines on Practical Machinist.
