This was given to me by a friend, Eric Lavelle. Eric has an impressive shop made up of early machinery run off of line shafts, where he crafts replacement pieces for historical homes he brings back to life in the area. I suspect this was originally a cream separator.

The cream separator base was identified in a discussion on OWWM.org as manufactured by the Beatrice Creamery Co. of Des Moines, Iowa, (see last photo below) which is why we're moving this to the Other Maker classification. /RD 1/8/2018
