This is another of the machines seen at White's Woodworking, a pattern shop near Wilmington Delaware which had been established in 1916. This disk sander is in good operating condition.
It has a 1/2" thick aluminum disk which I believe is original. The third photo shows a chamfered leather disk which may drives a dust blower. The outlet for the blower is the funky oval-section cast iron rear leg. The two front legs are steel pipe. Another interesting feature is the table trunions which are cast integral to the table and seem very robust. The brass angle scale is stamped with Mach. No. 039. Overall, it seemed a quirky machine that would be nicer to use than to look at.
The shop was founded in 1916 and this machine was present in 1946 when the owner's father started work there. There appears to be a link between Wallace and Wonder - the 15 inch disk sander and the spindle sander are both described in detail in the 1926 Wallace catalog (http://www.owwm.com/files/PDF/Wallace/1926-Wallace.pdf.) Given the low serial number I think this is likely to have been made in the twenties.
