Got it from a guy that got it from a machine shop. It was a filthy mess, but did have a slow-speed pulley and a crank-up table, though the holes indicate ithe table was on a 14 in. drill press at some point. Put a 1/2 HP DC motor and controls on it, new bearings, new chuck, and a wheel off a go-cart instead of the single stick operating handle. It now runs smoothly, quietly, and the steering wheel really makes drilling convenient. A plywood table surface will be added later.
