These were made starting in 1896 by the Washburn Shops, which were a
part of the Worcester Polytechnic Institute of Worcester, MA. Guess
what--Worcester Polytechnic still exists and is still an engineering
school. And their web page on the history of the Washburn Shops
features this very drill:

Scroll down, and you'll see it,set up for line shaft power and flat
belts (I think). Check out the lathe picture, too.
The DP has been modified to take a huge old 1hp/110 v GE
motor.
