I picked up this Delta Rockwell 31-700 4" belt / 12" disk Finishing Machine on CL for $150. The Serial Number is CN 515 which dates this machine to 1960.
The original owner (the one before the guy I purchased this from) was evidently an ophthalmologist and felt that the machine was unsafe so he added some "custom" guards to this machine. They are done very well but I have been thinking about removing them although I think if I do they will leave behind too many little holes. The only negative I can see is that one of the guards blocks the back end of the belt so sanding on the curve is not possible. He also built a very nice homemade (I think) dust collection system which works great.
The PO had been given this machine after the original owner had passed away.
It is very clean and I am not really going to do anything too it except use it as is. The motor is not original and there is no belt guard but I am very happy with this and have already had good use out of it.
