This machine was spotted for sale on the local CL. It is listed as oscillating. It appears to be a "Master Spindle Machine for wood and soft metal" as seen on pages 40-41 of the 1944 catalog. According to the catalog this machine can be used as spindle sander, but also can be set up with a variety of other cutting tools for other uses.
