This machine came from walbrook lumber in Baltimore City. It was used in their shop for the better part of the 1900's up till 2012 in their millwork department. Of the two pedals on the bottom, one raises the dual saw blades that cut the two sides of the hole. The second lowers two saws that cut the ends of the hole out. The leaver on top clamps the piece down.
This machine is mentioned in "the wood-worker" Volume XLI number 9 in November 1922 (available by typing in "Millbury pocket cutter" into google)
