Found this at an "antique" (junk) shop in NW Connecticut. The seller claimed that the previous owner made swords with this.

It came with a 1HP Baldor 3450RPM motor that appeared to have had its 1" shaft turned down to 5/8" to fit the drive pulley. The catalog suggests a 1725 RPM motor.

I read that this was a Porter-Cable design that was later sold to Engleberg. You can find this machine in the Porter Cable Abrasive Belt Machines catalog posted on this site.
