I picked this up today at a Garage Sale (Ithaca NY). I have no history beyond that. Owner like me picks things up he likes. He had three vintage drill presses in total. This was one and I made an offer on a second, which he is considering.

You can see from the pictures that the head casting and table holder are separate pieces. This was a previous owners modification to the original drill. See PIC 5&6. The cuts are very clean and straight. I can only assume that the owner needed more room for taller pieces. They are assembled on a home made work Stand/bench. Person who made it was approximately my height (6'). First practical stand height I have come across. All owners were careful. There was NOT ONE mark of shame on the table. Virtually nothing matched on the stand, so the hardware for this was free out of the coffee can.
It is two speeds. There was a motor and mount with it but is was not from this machine.
The design is pretty good.
Counter Balanced Spindle
Depth Adjust/Stop
Adjustable directional idler pulleys for belt tension
Automatic Shifter
Designed with dead pulley for line shaft drive.

The one thing that I have never seen before or knew what is was; is a dead pulley. (See PIC #3 "Just Home Close" - Description is going from left to right relative to the picture) Inner two pulleys drive the spindle. Third one is for the line shaft/above-motor/below. The forth one is a separate piece that just free wheels on the shaft and is held in position with a set collar. The dead pulley. It is also not 100% flat. It tapers from one side to a flat that is smaller in diameter than the motor/line shaft drive pulley. The dead pulley is used for the purpose of stand by. It allows individual machines to be taken on and off line in a central line shaft shop. The
identification of a dead pulley was given to me by a friend and fellow VMer.
