From looking at the Black and Decker General line catalog I believe this "portable drill press" was made in the late 1940 to early 1950s.
I bought it because it looks cool and my grandson likes the "face" at the top!
I found 2 Black and Decker drills to use in this press. A 1/4 inch "Junior" and a 1/4 inch "Holegun". The Junior is pictured below.
