I've had this lathe for a few years, and have come up with a complete blank as far as who the manufacturer might be. It is very well made, with great lines and a fine finish. Beyond that, I can't tell you much about its origins. It does remind me just a bit (in miniature) of a "Pattern Maker's Lathe".

This lathe is heavy for its size at 30 pounds and has nice fit and finish. The bed is 24" long and 2 5/8" wide with 7/8" ways and a 7/8" gap; the banjo takes a 3/4" post; the swing is 6-5/8". Interesting that it has an XY cross-vice tool holder. I find no markings of any kind. The motor is an unremarkable and non-original GE 1/4 hp. The step pulleys appear to not be original to the lathe. No centers were with it - looks like a No 1 taper, but I don't have one handy to check that.
