I found this in a little town north of Denver. It was a CraigsList ad; the daughter was cleaning out her late father's small engine repair business. Its history is otherwise unknown. The machine appears to be complete with the exception of the second v-belt. I bought a 5-gallon bucket filled with small v-belts from the young lady, but none fit the machine. RPM is reduced by a two-step pulley system, which makes it a low-speed grinder, a good addition to every shop.
Edited 3-29-2013: finished restoration. This machine did not require much; in fact I could have left it pretty much alone. But I chose to polish and paint it up with decidedly non-authentic colors. I couldn't find a stopcock to fit, so I hooked up a green rubber tube with a clamp at the end, to match the MW motor tag and the non-grounded original power cord, which is in impressively good condition.
