This was acquired at a swap meet in saluda county, SC. The seller assumed it was a drill press. After a fair amount of searching on the OWWM.com reprints, I determined it was a router accessory for the 700 series scroll saw et.al. machines. The scroll saw head is removed from the saw frame and this is mounted in its place. Some scroll saw tables came with a semi-circular cut-out on the side to accomodate this accessory when it is tilted on the frame. It could also accomodate a flexible shaft (with the right collet).
