Original post - 10-2012. Obtained in a box of tool parts, including 2 scrollsaws from the 1940's in parts. The mandrel and the pulley are both ferrous, and looks like there are oilite or similar bushings for the shaft. The mandrel has no casting marks of any kind, and the decal is mostly obliterated. I think I can see an 'L' on the last line of the decal.
