Comments:

The PO told me this belonged to his grandfather who made miniature toys, to include spoked wheels for miniature vehicles. He had other larger tools but several which were used for small work. His grandfather passed in 1967 and these tools were given to the PO who placed them in a cabinet in the basement and they were never used again. This tool has no identifying markings but appears to be identical to the one presented in the 1949 Popular Mechanics magazine as an Atkins 3 in 1 tool.
