Comments:

The PO told me this belonged to his grandfather who made miniature toys, to include spoked wheels for miniature vehicles. He had some larger tools along with those which were used for small work. His grandfather passed in 1967 and these tools were given to the PO who placed them in a cabinet in the basement and they were never used again. I have been unable to find any information on this grinder and it was not represented on this or any other site.
