Saw this at a flea market and decided to pick it up
It is thoroughly rusted, the only parts that move are the idler pulleys and the rear pulley. One feature of this press that I really find intriguing is the quill return mechanism. It uses a counter weight that attaches to the quill, goes through two pulleys and would then attach to a counter weight which hangs in the middle of the main casting.
As far as I can tell the only thing missing is the chuck and maybe a few pieces that attach to the belt change mechanism. There are a couple pins sticking out of the casting that I haven't figured the purpose for.

Part of the return mechanism, this is where the counter weight dangles into the main casting. In the distance you can see the second pulley which goes to the quill.
