Just bought it on BOYD on OWWM.org got this in from Matt in NY (thanks Matt). it is really grimy and needs a good cleaning. There are no signs of rust, dings or cracks in the metal and the bearings (4) need replacing. I plan on a full restoration for it. I have heard that the weak point is the collar, that attaches to the Drill Press (DP) column, cracks if you move the speed control lever while the DP is not running and the belts slips easily if it is not adjusted right. Not sure how it works yet, but i do know that the middle flange on the pulley moves up and down which adjusts the pulley ratio.
I found the manual from a thread on OWWM.org. Hear are the links to the manuals:

I have not seen anything done on this accessory so I thought it was a good submission.
Update: 1-11-2012
finished installation of it and it looks really good. i kind know of how it works so ill try to explain it. first the lever with its dog leg pushes and pulls the whole contraption to change the speed. the middle two pulley's middle flange moves up and down making the pulley larger and smaller. in the photos below shows this movement. it dose not like to start up in high speed, the motor jumps up and the motor belt slips.
