Found this little sander at a local swap meet. It's about the same size as a hand held belt sander, only 3" wide. Not sure what I'll do with it, but it's a neat little thing. The seller said he bought it at an estate sale. Looking at the Powr-Kraft catalogs online, it looks like the stop is missing and that there should be rubber "tires" or "sleeves" on the crowned wheels. There is duct tape on them right now.
Also looking at several Wards catalogs here, I see this particular model # in the 1949 & 1950 catalogs. The later catalogs show a different design for this size sander and the earlier ones show the same design sander, but with a different model # attached.
The sanding table appears to have been ground off a the pulley end. You can see the hole where the stop would have been bolted to. I'm assuming it either got broke and someone ground it flat, or they possibly shortened it in order to allow the use of smaller belts.
