This saw apparently was a modified version of another saw.
Rather than repeat what has already been written I'll just give the address of another saw that has the explanation.

I'm pretty sure the saw has been repainted.
There is quite a bit of the kind of pitting associated with rust on several pieces.
I think it was very rusty at some point and then someone cleaned it up and re-painted it.
