Here is a before and after picture of a Walker Turner 15 bench drill press I rebuilt this summer. Seems to be the exact model depicted in the drawing (except for the handle) US patent #2,072,646. Which would make it late 30?s very early 40?s. It has no model # or serial #. Had to make the quill lock and replaced the original base, which is in 6 pieces. The base it?s in now is a stand for volleyball net fitted with an aluminum bushing. It's painted with Rust-Oleum gray. I purchace it on ebay for $130.00
