We have seen several examples of a 16-inch drill press of distinctive design and styling. "Tiger 16" is cast into the body of the machine, and a water-slide decal on the front of it says "Tiger Tools" with a picture of a tiger. A "Tiger Tools, Inc." was registered with the State of California in 1953 and that is currently our best guess on the maker.
