Established in 1939, H. & H. Research Co. manufactured a die filer as well as the H&H All-in-One electric tool, which was shaped like a pistol-grip drill but operated with 1000 reciprocating strokes per minute for filing, sawing, sanding, scraping and other tasks. The first model, the Hoover Multi-Purpose Tool, was introduced in 1939. The inventor was Edward M. Hoover of Anderson, IN, who held several tool patents.

The titular H. and H. were Edward M. Hoover and perhaps N. H. Huntley, who was a director of the firm. By 1955, the company president was W. M. Smith.
