The August 1810 issue of "Discoveries and Improvements in Arts, Manufactures, &c.": "In Mr. Witty's steam engine, cylinders with pistons moving in a rectilinear direction, are made to cause a rotative motion, of which they themselves partake, by obtruding weights outwards, from the centre of a wheel, (serving as a fly or momentum wheel), at its upper part, and again retracting them at its lower part, towards the centre, which causing always an excess of weight at one side of the wheel, must give it thereby a rotative motion. Different methods are mentioned by the patentee of applying the above principle..."

181,303,707 Jun. 05, 1813 Improvements in or on Steam Engines, and Tools Useful in Making Certain Parts of the Same Richard Witty , England From a letter to the editor in the 1844-08-11 Mechanics' Magazine (see link below the image): "Mr. Witty took out the patent for the oscillating engine in the year 1813; and devoted much labour and expense in bringing it to perfection; but, in the meanwhile, the years passed without yielding him the expected remuneration, and now that it has become public property, indeed, I may say a national benefit, nothing is left to him but the honour of the invention.
It is calculated that not less than 6000 horses' power of Witty's vibrating, or oscillating steam-engine are now at work on the Thames, Clyde, Tyne, Humber, &c., being peculiarly adapted to steam vessels..." The editors' response to the letter includes a reproduction of the patent drawings and specification.
