The adjusting screw serves as a motion limit for opening the jaws, or when screwed down completely makes the pliers a hand vise. It was put on the market in 1910. An April 1913 HARDWARE REPORTER writeup lists Peck as manufacturer. It appears in some 1920s hardware listings as "Peck's Plier Wrench."
