We strongly suspect that the inventor was Carl A. Palmgren; we know that Carl went by "Charles" when he was working for the Illinois Steel Co. between 1900 and 1917. We also know that he left Illinois Steel to work at Steel Art Tool Co.

Other than the two patents (this one and 1,746,496), these are the only mentions of the company we can find.
